This animation was a lot of trouble, but worth it. I had to do a considerable amount of post processing in Premiere to get the mood I was looking for. The final animation was a composite of four sequences: the raw tS output (bottom image), the headlights (using Alpha Glow filter), the streetlights (with motion blur applied twice at 90 degree angles), and the fog. The fog was made using a sphere painted with a marble procedural slowly rotating around the camera, then I used some distortion filters on the targa sequence to get a 'rolling by' effect. As you can see, glowing lights are possible with tS, but you have to use outside help.

Inspiration for this scene came from The Third Man and Kafka. Both are wonderfully moody, atmospheric films. Highly recommended.
